Inter-institutional Agreements

MoU

A Memorandum of Understanding (MoU) is a letter of intent to cooperate between two or more institutions. This letter of intent is general, indicating the area of cooperation (for example, the scientific field) without specifying sub-areas or the names of specific projects. The MoU does not stipulate the exact terms of the cooperation: student exchanges, thesis writing or research projects. As such, it does not include any financial commitment.

Procedure

You will find below the various stages involved in setting up an agreement:
 
1 - Identification of a contact person (member of the teaching staff) at each university to support the agreement.

2 - Negotiation of the terms of the agreement between the project managers, based on a standard agreement.

3 - The agreement is sent to Université de Toulouse's international agreements coordinator for review and approval.

4 - Presentation of the agreement to the various university bodies by the international agreements coordinator:

  • Request to the National Security Officer (FSD)
  • Request to the Department of Legal and Institutional Affairs (DAJI)
  • Presentation to the Board of the Faculty of Health or the Faculty of Science and Engineering
  • Presentation to the University Education Committee (CFVU)

5 - Once the agreement has been validated by all these bodies, the international agreements coordinator has it signed by all the parties and sends the agreement by post to the partner.

The minimum time required to obtain an initial signature is 2 months from the date the agreement is submitted to the agent (step 3).

Framework agreement for Cooperation

A framework agreement for cooperation goes beyond a simple letter of intent: it specifies the field, sub-field and name of the specific project. The purpose of a framework agreement is to establish specific cooperation between two or more institutions. The exact terms of the agreement are specified: exchange of students or researchers, writing of theses, organisation of conferences, etc. The framework agreement for cooperation may include specific financial conditions and articles on intellectual property.

Double Degree

A double degree enables a student to obtain two degrees from two different institutions during the same study programme.
As double degrees are very specific programmes, we do not have a standard model. The agreement will be created jointly by Université de Toulouse and the partner university. If you would like to set up a double degree, consult our range of courses and select the programme that interests you. Then find out who is responsible for the programme and send them a detailed collaboration proposal.

International thesis co-supervision agreement

An international thesis co-supervision agreement is a scheme that encourages the mobility of doctoral students by developing scientific cooperation between French and foreign research teams. A cotutelle agreement is an agreement between two higher education institutions (one French and one foreign) that enables a doctoral student to complete a thesis under joint supervision.
The Decree of 25 May 2016 establishing the national framework for training and the procedures leading to the award of the national doctoral diploma governs thesis cotutelle agreements in Title III.

Erasmus agreements

'Inter-institutional agreements can be signed between two or more higher education institutions. By signing an inter-institutional agreement, the institutions involved agree to cooperate in exchanging students and/or staff under the Erasmus+ programme.
They mutually commit to respect the quality requirements of the Erasmus Charter in all matters relating to the organisation and management of mobility, and together define a set of quantitative mobility objectives, cooperation conditions and qualitative measures to ensure a high level of quality and performance.'

When you write to the Erasmus+ coordinator, please give precise details of the type of cooperation you wish to set up.

IUT Agreement

There are several types of cooperation agreement: MoU (Memorandum of Understanding), which is a letter of intent to cooperate; framework agreement, which sets out the specific terms of the cooperation; Erasmus agreement, etc.
The agreements are initiated by the IUT professor who wishes to establish cooperation with an international organisation, by contacting the International Relations Department to explain the cooperation project. The Department will assist with the creation and administrative and legal validation of the appropriate agreement.
